They're apparently dropping the compulsory dog insurance idea because
'ministers did not "want to penalise" responsible owners.'

Should we envisage an end to compulsory car insurance after 80 or more
years of penalising responsible car owners I wonder?

Sounds like a rather Filthy comment.

I would consider myself to be a "responsible car owner". I keep one legally.
I observe and obey the law in all respects. I am courteous to all other road
users, even those on bikes and on foot [1]. I use it sparingly and even have
insurance over and beyond that required by law.

I do accept that I am in a minority though :-(
